Research & development and innovation tenders

The research & development and innovation tenders financed from the National Research, Development, and Innovation Fund ('the NKFI Fund'), managed by the National Research, Development and Innovation Office ('the NKFI Office'), and the related procedure.

As the body that manages the NKFI Fund, the NKFI Office publishes calls for research & development and innovation tenders, based on which grant applications can be submitted for publicly-funded support. Support from the NKFI Fund may be provided to legal entities, individual entrepreneurs, and natural persons registered in Hungary or registered in the European Economic Area and having a branch office in Hungary. The relevant call for tenders specifies the sphere of persons who may submit grant applications as part of the call and whether the application may be submitted independently or as part of a consortium.

The grant application has to comply with the admission and formal requirements specified in the call for tenders. If the tender submitted by the applicant is incorrect or incomplete, the call for tenders offers a possibility for providing missing information and for correcting errors and deficiencies. If the applicant provides the missing information incorrectly or incompletely, fails to rectify the deficiencies by the deadline, or the call for tenders does not provide a possibility for missing information, the application may be rejected without further examination.

Applications that meet the admission and formal requirements will be evaluated according to the technical requirements specified in the call for tenders; the list of applicants recommended to receive support will develop accordingly. The minister responsible for innovation and technology will decide on supporting the applications. The NKFI Office will inform the applicant of its decision on support within the deadlines specified in the call for tenders. In case of a positive supporting decision, the grant contract will be concluded or the supporting document will be issued.

The research & development and innovation project awarded support will be financed on the basis of the grant contract or supporting document. The grant will be disbursed as ex ante and ex post financing, in one lump sum or instalments. Beneficiaries awarded support are required to submit technical and financial (part) reports on the implementation of the supported project.  Beneficiaries have to submit the information and documents in connection with any amendments to grant contracts/issued supporting documents, the (partial) report, and the technical maintenance and progress reports to the NKFI Office. If the beneficiary provides any data or submits any document incorrectly or incompletely and the grant contract / supporting document provides a possibility for submitting missing information, and the errors or deficiencies are of a nature that they can be rectified in the course of submitting missing information, the NKFI Office will call upon the beneficiary to make the necessary corrections or supplementations, also setting a suitable deadline and indicating the errors or deficiencies. If the applicant provides the missing information incorrectly or incompletely or fails to rectify the deficiencies by the deadline specified in the request, the NKFI Office or the Ministry for Innovation and Technology will evaluate the application based on the data received.

If the research & development and innovation project is implemented by a consortium, its members have to conclude a consortium cooperation agreement that regulates the tasks and responsibilities of the consortium leader and members, and their share of the research results. If the project is implemented by a consortium, the NKFI Office will disburse the support due the consortium members directly to them.

At the application stage:

If the applicant does not meet the requirements specified in the call for tenders or the contents of the request for missing information, the grant application will be rejected.

In the project implementation stage, for winning applications:

If the beneficiary does not fulfil its obligations specified in the grant contract / supporting document, in the cases defined in the grant contract / supporting document disbursement of the support may be suspended, part of the support may have to be repaid, or, the grant contract may be terminated / the supporting documents may be withdrawn, requiring the repayment of any unauthorised support and the payment of interest.

Appeals:

An objection may be lodged by the applicant or beneficiary at the NKFI Office, as the body managing the NKFI Fund, in connection with budgetary support paid from the NKFI Fund and provided by tendering, or in connection with the application therefor (tender or application), if the procedure for the tendering procedure, for making the supporting decision, for issuing the supporting documents, for concluding the grant contract, for the disbursement of the budgetary support, or for reclaiming it is unlawful or is contrary to the call for tenders or the supporting document / grant contract.

The objection shall be submitted within the time limit specified in the decision of the NKFI Office or the Ministry for Innovation and Technology, responsible for the NKFI Fund. If the decision does not specify such deadline, the objection shall be submitted within 10 days of having learned of the contested measure or omission, but no later than 30 days after the time thereof.

If the NKFI Office agrees with the contents of the objection, it shall take the measures necessary for terminating the situation contested by the objection; otherwise, it shall forward the objection to the Ministry for Innovation and Technology. The Ministry for Innovation and Technology shall then evaluate the merits of the objection within 30 days of the receipt thereof. The deadline for the evaluation may be extended on one occasion, before the expiry thereof, by another 30 days, of which the complainant shall be simultaneously informed. If the objection is robust, the Ministry for Innovation and Technology shall order the measures necessary to terminate the infringing situation; otherwise, it shall reject the objection. It shall inform the complainant of its decision in writing, including the reason for rejection, if applicable.

No other objections may be submitted and no other appeal may be lodged against the decision regarding the subject of the objection.
